Job Description
Rowe Professional Services Company is seeking to fill the Engineering Department Director position. This individual will serve as Chief Engineer and lead all operations within the Engineering Department.  The Engineering Department consists of 135+ employees including but not limited to Professional Managers, Professional Engineers, Project Administrators, Certified Technicians, and various levels of support personnel.  The Department is divided into two (2) divisions as follows:
Design Services Division providing services and expertise on Transportation, Traffic, Structures, Municipal, and Land Development projects.
Construction Services Division providing construction administration, engineering, observation, and materials testing for a variety of clients such as but not limited to Michigan Department of Transportation (MDOT), County Road Commissions, Municipalities, Private Developers on transportation, water, sewer, structures, and land development projects.
KEY RESPONSIBILITIES (but not limited to):
  • This individual directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of engineering projects within area of assigned responsibility by performing the duties personally or through subordinate managers and supervisors.
  • Is responsible for the overall direction, coordination, and evaluation of the department.
  • May directly supervise non-supervisory employees on regular or special projects.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • This individual reports to the Executive Committee on an as needed basis.

Education and/or Experience:
  • Bachelor’s degree from a four-year college or university in civil or structural engineering or a related field.  
  • 16 to 20 years related experience and/or training or equivalent combination of education and experience in civil engineering design and construction administration projects.
  • Project experience is key in areas (but not limited to) of transportation, traffic, municipal utilities (water, sanitary, and storm), site development, construction administration, engineering, observation, and materials testing.
Language Skills:
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. 
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to write speeches and articles for publication that conform to prescribed style and format.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
Travel/Location of Employment:
Rowe Professional Services currently conducts business in a total of seven offices (six located in Michigan), one in South Carolina. Corporate offices are in Flint, Michigan. This individual will be required to travel to and visit all offices on a frequent basis and to be available at the corporate office at least once a week.
  • Certification as a Professional Engineer in the State of Michigan, or the ability to obtain certification within one year of employment.
  • Professional licenses in other states may be required as directed.
  • Should hold training certificates from management courses.
